Well, you could try a dremel tool, but that is pretty much the same thing. For about $40-$50 U.S. you might buy either one from a hardware store. If you don't wanna use a dremel or a grinder, then get a set of files and start filing!
Filing will take you a long time, but if you put the energy into it you can still make quality picks. I did this before I had access to a grinder and I can tell you that it is hard work, but if you are only making one or two picks to start with then this might be your solution! As you read more of the posts you will find plenty of information on this site
don't forget to sand them up good or they will slowly wear at the pins in the lock. I learned this the hard way just like many of the other people here.
