This is a proper tensioner. Since you don't have a tubular pick, then
zikmik's link won't be much help. Once you have the proper tensioner, apply tension and use whatever pick you want to press the pins to the shearline, but since this isn't a regular lock once you set the pins the lock will spin one pin position and you will have to set the pins again. Repeat for as many pins as are in the lock and it should open. Like so many lockpicking skills this can take awhile to learn, and a bit of practice to be successful. Good luck with it.
