How does one become a locksmith?

Well, the title says it all. How DOES one become a locksmith, law-wise? In other words, to practice as a locksmith or an apprentice, what would I need to do? I know it varies from country to country, state to state, but i am looking for information about California in the USA.

And yes, i have used The Google, and i have been thoroughly confused.

I have no idea, but I bet a beer that in many places you get a business license and thats it.

California requires state licensing for all locksmiths except institutional.

$10,000 fine/2 years jail could be the penalty if caught.
