European or "slim line" picks tend to be about 0.18 inch to 0.20 inch. Hacksaw blades are indeed acceptable material for these picks, although you go have to reduce the thickness some.
Using a drill can be awkward because of the size, weight and balance as well as the small size of the pick you are grinding. It can be done however if you just go slowly.
