Hey, I had a similar thought earlier this year, and I found that a 9mm round pounded into the tapered end of a 30-06 works really slick if you cut off the little rim of both shells

More importantly, either trigger the primer, or remove it with a press, or you might be in for a nasty little bang out of nowhere.
I usually use the tapered brass drifts for bearing work as followers. They tend to have a slow taper and are also the right size/length for almost all cylinders. Considering most plugs are about 3/8" in diameter, it isn't hard to find a drift for around $20 at an automotive or hardware store. You can always cut it down to length, and if you find an older scrap drift, just grind/sand off the burrs at the end of the rod.
I've also used brass bar, or rod, stock. But that's a little harder to find and obtain for most people.

A three foot piece of birch dowel can be had for about a buck at the hardware store, cut it to various lengths according to how many cylinders you wanna put on it at one time.
Wood is very easy to reshape if you need some shape to fit to the end of the plug.
most full size cylinders are just about half an inch interenal diameter.
Some are a few thousands short of that, if the dowel does not easily fit in the cylinder, put it in the chuck of a drill and hold a piece of medium sandpaper around it while the drill is turning.
Wake up and smell the Kafka!!!

I've seen some DIY ReKey sets at the Home Depot. It comes with a few keys, some pins for them, and a plug follower. I think it's under $15CDN.
So you get a plug follower, and some extra pins to play with!
