Utility companies use a 2-piece gold lock . when the two pieces are push together they snap shut. I have cut these open and found it has a spring and 3 ballbearings which make it impossible to pull it apart. What "type" of lock is it and how can I purchase one of these ?

It's more a 'security seal' than a lock. Why are you cutting open utility company security seals? That's not the type of site we run here.... Squelchtone

I have no intention of cutting off any seal that is on there. I am actually wanting to obtain these types of locks because they look like the most effective lock I have ever seen for my business application in the trucking and heavy equptment business. I have many applications where this lock would be more effective that any lock I have udes or seen made. I guess its possible that the lock are only availiable to utility companies, but I a hoping to purchase some for my business. Tese locks Ive seen are perfect for me. They are pushed together from opposite inds, connecting 2 to 3 holes and have a collar on one end which make it impossible to turn certain valves. Much of my equiptment fabricated and designed by my employees and those straight cyl locks are desperately needed !

Again, put up a photo or two, or take some photos. or draw the design as best you can, from multiple angles. We do accept MSPaint artwork here..

...How does that lock anything? even with the "cap" on, the bolt can still slide right out...?

Well, ya got me. I thought I knew what you were talking about., but I don't.
Hopefully someone else will be able to shed some light on this.. as I am slightly interested in the locks now.
If you can get some clear good photos of the locks, let us see.

That brass looking one in the picture after that link is used by local gas utility to lock out customers for non-payment. They close the red cut-off valve on the external gas hook up and then put that through the lock-out hole... I've never seen them put one in or remove one so I don't know if they can unlock or if they're meant to be cut off. Our local electric utility uses small serial-numbered plastic "locks" that must be cut off on the meters.
