Best chain is a square or hex link - the flat sides distribute the force from cutters over a wide area and are almost impossible to cut with hand tools. Take a look at the Nemesis 19mm motorcycle lock and chain, that is about 5/8" diameter hardened chain! Oh, and bring your checkbook, about $200 US.

Is a Dremel with an abrasive cut-off wheel considered a hand tool? 15-30 seconds, most padlocks.

The best you can do is a hardened chain (it will be yellow or straw colored) and very high quality padlock. The reason for hardened chain is that you can drive a cold-chisel through a normal chain or even half-inch cable in one shot with a hand-held mallet.

Here's an example of a chain and lock combo that would offer extreme theft deterrence. http://www.lockitt.com/chain2.htm

I'd like to meet the guy who can drive a cold chisel through a 1/2 inch aircraft cable with one whack of a mallet! Can you post the video of that?

You can never make anything 100% secure. You need to make the effort not worth the reward.

Look at the cost of your bike and spend money on locks as needed (LOCKS, plural). Also running a lock through your wheels helps keep them from being stolen (although there are some who will kicks your rims in spite when they can't take them).
