There are a number of active members on this site (myself included) who live in Canada, and who have never had Customs give us any grief over picks coming into the country. The only report I've personally seen of anyone raising any questions was in Alberta -- which is, I believe, the only province that requires you to be licensed to possess picks.

The bottom line is that, yes: it's possible that Canadian Customs will decide to inspect the package, and then decide to not let them through... but, based on everyone's experience, you're much more likely to have Canada Post lose your package than to have Customs give you any grief over it.
