You asked the the "Bible" and that's it. It'll more then take you through a huge array of topics though, all the way from the very basics of typical locks and lock history (and picking) all the way up to advanced topics (i.e. high security locks, safe manipulation, bypass, etc.).

the books by MWTobias and Graham Pulford are indeed bibles but they are about locks and not about lockpicking though they do mention it.
Pamphlet from eddiethewire and oh, that other guy from loompanics or paladin press are just ripoffs. you can find more information on picking here on LP101. That hampton guy writes a 50 page pamphlet with a paragraph on each page except the blank ones, and covers the absolute basics then to justify the High security lockspicking title, he encludes a paragraph that asserts that a bent half diamond will pick a medeco but ablsolutely no tips on how this can be accomplished.
There is no bible on lockpicking, The closest thing to that is reading this site.

to add to raimundo... if yo ufind a website that is trying to sell "the lockpick bible" DONT BUY IT... its crap, copy and pastes of the same stuff you find from everyone else... literally other peoples work copied and pasted... or sometimes just linked...

This is true, but it's always been my contention that picking locks is about 80% knowing exactly how the lock works (Graham's book is great for this) and 20% practice, with a smidge of luck.

The LSS is a tome that provides a wealth of detailed information about all areas of locks. As raimundo stated, though, it only has one chapter (chapter 29, I think) on picking. As a result, I would suggest this book only if you plan on getting into the locksmithing trade. Otherwise, you can get a phenomenal amount of instruction from the posts here.
