I know that I can always try and get denied, but I was wondering if some of you had come across this with bonding or know of someone who has.

I have a felony 3rd degree for theft(i know doesn't sound good for a locksmith...) That was 15 years ago, I had just turned 18, still in high school, it involved a younger kid who if I would have beaten up I'd have gone to jail and I did something stupid to get back at him. I've started the expungment process 3 times but because of mail or some human error I miss a deadline somewhere and have to start over. BUT I am currently in the Army, have been for 13 years and I have a Secret Security Clearance. Is this going to be an issue if I cannot get it expunged before I start trying to work as a locksmith? If I work for a shop part time doing lockouts and key making will a bond even be necissary?

Whether or not you can even become a locksmith depends on how strict the state in which you wish to become a locksmith is with its licensing requirements...

A felony conviction is usually something that puts some careers out of reach...

Having a felony expunged from the local state maintained records sounds unusual, however that would not impact the central index of felons compiled by the FBI, so it will be an uphill battle and would depend on how thorough your future employers background checks will be...

Business-wise it would be an insurance burden to have an employee who has a criminal history which includes a conviction for theft working for a locksmith... It would be like having someone who was convicted of grand theft auto working as a tow truck driver...

Even if you NEVER work in the field for a locksmith shop, you are still exposed to and have access to: client key system records, keying system code charts, restricted key blanks and the machines, equipment and supplies you would need to produce a working key to any locking system being maintained by that shop... That would impact your employer's ability to maintain a general liability insurance policy coverage as well as surety/fidelity bonds... Try to get your record expunged first...
