That's a LaGard 2200: it's basically a combination safe lock that's been modified to work with a key (like an Abloy-style disc-detainer lock), instead of requiring you to dial a four-digit combination.
The key shown in your first photo is the brass setup key (cut to a combination of "0-0-0-0"): it's what the lock is first coded to when it leaves the factory, and you would use that key when changing the combination to the actual working key.
