I don't know anything about the lock, but the key looks rather ridiculous

Why not try impressioning a working key? If you can find some old copper plumbing pipe, cut it open, flatten it out, then make yourself a key.
If it ain't broke.....pull it down and see how it works anyway!

You can probobly fashon a make-shift key out of some sturdy wire. it's not really a 'key,' as i think of it, but once it it unlocked it lifts the cylinder rod thing that is going accross the wheels, so you can put in the new combo and then lower the rod thingy back down (i think ).

I've found that the ink tank for the bic pens if pushed into the hole and held will depress the mechanism once the lock is open so you can change it.

BIC pens have ALWAYS been useful.
We just didn't have national news media making out like it was the end of the world.

I hated to post that last message because I knew in light of the bic pen fiasco this would seem like one of those annoying "Bic lock pick" posts. I just posted that method because it worked very well for me a few years ago when I found a box of masterlock 177's sitting on the ground near a city utilities building. After spending weeks trying all the combo's I finally figured it out and wanted to change the combo and since I didnt have the key I tried everything I had and found a pen refill worked perfectly.
No bic pen pick connotation was intended.

maybe your lock is broken... or maybe you missed one of the permutations
