I am trying to find out what the following lock is. Image

That looks like a double-bitted lever lock -- but there's no easy way of telling a make or model from that photo.

Based on the shape of the keyway and the amount of missing paint, I'd hazard a guess that it's installed on a maintenance hatch in a commercial building, somewhere in Bulgaria?

Color me impressed. It a door to an area between the roof and the last floor in a certain building. I assume your guess on the country is based on ip geolocation. :wink:
Would it be possible to open without specialized tools?

Yes, it can be opened by a very common tool called a key ;)

Facepalm, of course. How did I not think of that? If only there was some device to locate misplaced keys.

Lost the keys? No problem. A locksmith should be able to help you get it open.
