The answer to your question depends on who made the lock. Some companies consider the tip to be 1 some consider the shoulder to be 1.
As an example, most Schlage locks are 5 pin, but when you take them apart you'll notice the 6th chamber, the deepest one, is not pinned up but ready for the 6th pin stack. But wait, this will blow your mind. Some companies consider their deepest cut a number 1 while their shallowest is the number 9 or vise versa.
