You could try one of the vendors that support this site:

http://www.lockpickshop.com/

I've ordered 3 times from them and they were fast and reliable

Please take a look at the "Lockpicks - Manual" sub forum: Lots of posts about how to make your own picks and the best materials: http://www.lockpicking101.com/viewforum.php?f=4

Also, read this Locksport International Guide: http://locksport.com/index.php/discover-lockpicking/l-i-guide/
(especially pages 15-18 how to make picks and wrenches)

Yes, in the movies.

Put down the paper clips and bobby pins and safety pins, those are not good materials for pick making. Just buy a set or make your own picks out of windshield wiper inserts, hacksaw blades, or street sweeper bristles. Those are the best proven materials. Yes, sure you can pick some very basic locks like a cheap tool box or file cabinet with a paperclip or a hairpin, but the material is weak and not suitable for making good picks.
