If you mean that at rest, both the bottom pin and the top pin(driver) are in the plug
and that the spring is bellow the sheer line, the driver is too short.
If you don't have longer drivers, you can use a longer bottom pin but, load it in the bible with the
point up against the spring. Watch the stack height though, you don't want it too tall or you will crush the spring.
This is common in poor quality locks. Many times I was called out for a simple lock out.
Pick the lock only to find it very hard to turn, then I know it got picked with the driver in the plug.
I am now stretching and wrapping the spring around the plug.
Now I got to fix it for free because in the customer's eyes, I "broke" it.
