I doubt that is a Schlage product. It may use a schlage key but I don't think it was manufactured by schlage.
It would appear that a c-clip should be attached between the cap and the body to retain the cylinder, that has been removed or is missing.
Assuming you have:
Correct key, or can pick the lock
Standard shim and a follower or a follower that fits correctly
Small vise
Small hammer
Use the key or pick so the cylinder is at 3:00 ( exact position is not critical as long as the lock is open)
Put the complete lock + key into the vise, tail piece up ,key end down.
LIGHTLY tap the tail piece down to remove the cap, once it gets started the cap should be easily removed by hand.
