It would help to know a few things:
What manufacturer are the locks ?
What is the facility used for ?
Reverse Engineering a keying system is not something for a novice, you really do need to have an understanding of how keying systems are developed in order to be able to work backwards and document a keying system, especially if examples of every key are not available for examination...
If you are considering "sub-masters" in a facility with only 130 cylinders it sounds to me like you are attempting to key the building to the people in charge of it at the moment rather than according to the building's function and layout, or have territorial issues where people who would be issued a master key for whatever reason shouldn't be allowed to open certain spaces...
