If you have the lock cylinder already removed, hold the shackle down a bit, and tap the lock bottom onto a somewhat hard surface. The actuator/cam should then fall down.
If you have not got the lock core out, open the lock, and use either a screwdriver or an Allen wrench (depending on the screw) to remove the screw from the hole where the shackle toe fits when it is closed. This will allow the retainer plate at the bottom of the lock to be removed. The lock cylinder itself will then drop out of the lock, revealing the actuator.
