What kind of key machine is this!?

Got a question about key machines? not sure what to buy? need a user manual? have some tips for keeping one running well or need help cutting or programming keys? Post here!

What kind of key machine is this!?

Browsing Clist for the town my inlaws live in, as I will be visiting them in June and come across this supposed key machine, that I don't recognize at all. Any ideas?

are you sure that's not a plumbers thick wall pipe cutter or threader where the pipe goes inside the through the entire motor and then you press a blade against it while the pipe spins around?

I just figured it out.
It's a window shade cutter from a hardware store.

I emailed the seller. Hopefully he doesn't take it too hard. I'd really hate to hear that it caused him to slip, and come unwound - I don't want to cause a flap.
