Some American Lock bodies (I think some 1100's at least) do have modified interiors that help prevent inserting the core with the bible on the wrong side of the retaining screw, I have yet to see a 700 with that modification, even those manufactured within the past year. As long as the cylinder is fully seated in terms of depth (the cam on the back of the cylinder makes contact with the actuator in the body) either picking and then rotating the plug as far clockwise as possible or using a American Lock bypass tool (possibly also using a wafer-breaker if the wafer is in place) should still activate the actuator and unlock the shackle without having to drill out the retaining screw.
Typically the thing that limits the rotation of the plug once it is unlocked (at least with American's cylinders) is the engagement of the rear of the plug with the actuator rather than any rotation limiter on the cylinder itself.
