You can leave empty pin chambers in a lock and rotate which ones are left empty where you leave the key uncut in the same position and can create a small master keying system where the master key has all of the cuts... This is called "positional master keying" and is how the Kaba dimple locks are keyed...

I was also going to suggest WB or Herculock.

Wouldn't a WB or a Herculock have the company logos inscribe on them.. The bevel on the top of the lock body makes me think Herculock .. but since it was so easy to open .. I would say a Cheap Copy cat

I believe a major utility can order them sans the logo, at least that was the case with the Pacific Bell phone company padlock I saw on ebay, but this is only my guess.

I have many WB padlocks in my collection. Some with the WB logo and some without.
A local hardware store has some that are just stamped with a blind code.
