Here you can find S&G instructions on how to open it. (Just to exclude wrong operation).

I find that model padlock to have very high tolerances on the wheel pack and you have to make sure you are stopping exactly on the correct number. On many of these you also have to pull the shackle very fast and hard to open it.

+1 on bembel's link!

Sometimes you need to jiggle the shackle a few times when opening.

Or try dialing a half number higher or lower when dialing. (Try this one number at a time). As Squelchtone says, the tolerances can be very tight. If the person who set the combination was not precise when he/she dialed in the combination, then you may have to compensate for their lack of accuracy.

Good luck, and let us know what happens.

I remember having some of those to secure sensitive spaces when I was in the Navy. All I can say is... good luck. They are finicky and temperamental, like my ex wife.

Have you cleared the combination by picking up all the wheels a bunch of times anti-clockwise? and are you going back to 0 before you pull on the shackle?

They provide a good amount of security against manipulation and other non DE attacks. They are pretty much just to show if somebody got into the place. The shackle is thinner and can be easily cut.
