lock pick rule (?) question: challenge lock?

Assuming someone creates a challenge lock for picking:
Does the creator have to be able to pick this lock before sending it to someone?

I think, it is OK, to have a challenge lock created, you can't pick yourself. However, in this case, you should be honest and admit this fact and of course, you should be sure, your lock works at all, so prepare a key and test it, to be sure.

One of the earliest challenge lock of these kinds was the Chubb detector lock and the bramah lock. Both Chubb and Bramah could not pick these locks themselves and offered rewards for opening them. Hobbs finally defeated the Chubb lock. But everybody involved was sure, that the lock was working at all and could be unlocked with the right key and hence can be picked in theory.
