how much would be a fair amount to charge clients for a Schlage Everest C keyway lock? cylinder retrofit, cylinder with lockset, and mortise cylinder?

I like to double my money on the parts and charge for my labor. Seems like an Everest cylinder costs me about $35? Been awhile since I needed one, but I just double whatever I paid for it

Depends, on who the client is.... Having said that -- how long have you been a smith? If for any time, you should have by now a whole big box of C123 cylinders sitting someplace, which were swapped out for classic C cylinders. Mainly knob / lever type. I have tons of them all over the shop. BUY a C123? For mortise or rim locks there is the newer mortise / rim body which comes apart with a Torx screw and it also uses a knob / lever cylinder.

So how much to you charge for something you got for free? That is up to you. Me? I just charge the normal price for Everest, and let it go at that. I got the whole thing as profit, as I got the cylinder for free.

Remember EV29 is more of a key change than anything else. S123 keys will go into C123 keyways. SO .... do the job in S123, EV29 keys, and pin it in C123 cylinders. WHO will know the difference? This is more of a smoke screen that you realize.

I have seen lots of jobs going down the ways using a 1054 WD key stuck in a Weiser 1555 cylinder. What's the deal? Try getting one made in a hardware store, or some other goofy place. THEY figure that it needs the extra grooves of the "WD" to work. This is just another one of those deals.

Kind of like that key I had made over at Menards on their computer key maker -- it turned out a 6 pin "C", but it was patterned off a Primus CP. This is the same thing in reverse.

JUST one more - using a "master mill" to make sectional keys. It works, but is it ethical?

Just my two cents worth as I sit in the bunker while it is 40 below outside.

Charge list price. That is what I do. On locks that is at least double what your wholesale cost was. With parts you generally won't double your money at list, so you could go higher to double your money.

Also when quoting it is my policy to never discount labor and service call, just in case they choose to buy materials themselves after getting my quote.

Also an old locksmith told me when quoting to remember you can always reduce the quote in price but it isn't as easy to add to the price later.
