I think I've seen what your talking about around here on payphones. I'm guessing they're unmarked or faded medecos. It's the only pin tumbler design I can really imagine them putting on a payphone.

You might be talking about a Tubar lock.
Works on the same concept as radial pin tumbler, just different looking arrangement.

I was sent a sample once of a lock and key that was L shaped. It was a few years back, I'm not sure if I still have it laying around. Unfortunately I can't remember the name of it, but the key had a rubber fob, and as it extended out it bent into an L shape. Has anyone seen one like this before? It seemed kind of gimmicky to me, and it may have been something completely different.

If you are talking about the lock and key in the photo, click on the lower right of the photo to enlarge it. the word medeco appears on the key bow and the face of the lock. The pictures are dark, but if you have ever dealt with medeco, you will recognize the logo.
