If you can find the guy you might want to point out those tags because per FL DHS&MV "In the state of Florida, a motor vehicle is required by law to be registered within ten days of the owner either becoming employed, placing children in public school, or establishing residency."
If he is working in FL, his vehicle needs to registered in FL.
Now there is an exemption to that law, but it applies only to company fleet vehicles being operated by employees of a company licensed to do business in FL or vehicles being used for storm restoration under mutual aid.
