Breaching Nuclear Facility Security for Feds...maybe

Had a Gent stop in, he had gotten my name from some off the other area locksmiths. He was law enforcement from what i could tell. He introduced himself as a Federal Agent (already forgot the proper name of the Department) who oversees inspections and testing of nuclear facilities under attack of hostile forces. He was told to see me in consulting him on the safe installed on the premises of the local nuclear powerplant. The chief purchasing officer of the security firm was responsible for purchasing a safe to house the bolts for the Barrett sniper rifles housed in the armory on the facility. The safe was required to be a TL30, but the model i was shown and told was a standard liberty gun safe. The agents face turned red when i told him that the gun safe wasn't listed any higher then a residential security container. He was pissed with whomever bought this safe and as the inspecting official someones head would roll for lying to him saying they had the proper rated safe. Then he asked me how long for me to gain access to one. 5 minutes tops... He was definitely not happy now. He asked me if i would be interested in helping with a security drill in near future and be snuck in to just drill and open the door to prove his point to the security firm that tried to BS him. YES PLEASE!!! He is looking into whatever extra clearances i will need now. Best part is that i might get to sell them the properly rated replacement!!! I always wanted to play James Bond as a kid!

yeah i had to explain the whole spectrum to him, even gave him a printout i had from UL on all the different ratings. Maybe i should sell him a TXTL30 !

RUN, grow at least 8 more legs and run faster. Anything connected to the government does not go outside for consultations, they have their own certified people to talk to. This is a set up of some kind and the outcome isn't going to be in your liking.

In 43 years of being in this trade and working with a lot of government types from mil bases to prisons I can tell you they know more than you ever will on the subject being discussed and are light years ahead of you.

On this - anything bought by the "G" is spec'd out in large red print on the purchase order. If they did not spec the right thing it would surprise me. AND whoever accepted something not up to the specs is going to be in real trouble.

Just be careful out there - this could be a set up of some sort.

That was my first thought when I read the post and I believe you are 100% correct.

The primary overseer of nuclear power would be the Nuclear Regulatory Commission and any security testing would normally be done by agents assigned to Inspector Generals Office and they would never discuss such activities to an unvetted member of the general public, even if that guy was a licensed locksmith.

Given the age we live in, my guidance to the OP would be to immediately file a police report and lockdown any DVR images of the visit, he may also want to contact the NRC IG's Safety Hotline at 1-800-695-7403 and inform them of what just occurred.

All of law enforcement is quite on the edge when it comes to terrorism and being invited to test security at a nuke plant would fill that bill and this Q&A session could be easily misconstrued as providing material aid and guidance to support of a terrorist activity

I think that the above advise is sound. Do everything Sinifar suggested. However, before filing a police report, call the number MatrixBlackRock gave you. Let the NRC decide if a police report should be filed. They may want to have their own people investigate quietly, before a red flag is thrown up by the police department. Or they may tell you to call the police now, now, now.

It may (unlikely, but may) be legit, and if you file the police report first, it may be opening a can of worms. It may also be a setup and test for a red team to see how difficult it would be to trick a local locksmith/safe tech to gain access to a nuclear facility. If that is the case, the extra (at least) eight legs would be mighty handy.

If it is an action by some unauthorized group with ill intent to gain access, and you do not report it to the NRC, you could be found guilty of conspiracy to commit a crime, even if you have nothing to do with it. If you do report it, you could be helping to thwart the crime. If the group is one with hostile intent and you do not help them, as well as don't report it, they will try someone else until they find someone who help them.

Are you a GSA certified safe tech? Can not see someone from a government facility of any kind bringing in a non-GSA certified safe tech to do the test, since part of the GSA certification is a background check and through vetting. Have a good friend who is, and will go ask his advise on what should be done.

No matter what, you can not go wrong in reporting to the NRC.

The interactions I have had with Homeland security people have been similar. The couple of folks I have spoken
with were very informal with their own suspicions. I actually had the fbi/atf deny two different homeland security
people the right to buy a gun and both thought a yelling match with the operator would fix their problems. Neither
one was armed (by myself) I have always marveled that they worked for the federal gov't as they were very unprofessional

Excellent point, keeping the locals out of the loop, until they have a need to know about something like this, is a prudent move.

I got the return Call from them yesterday. It was from our local Department of Homeland Security and They are working in conjunction with ATF and FBI, Its a real deal surprisingly. I have met some of the agents involved in this project before when doing service to containers at their respected offices. Someone is in big S#it and they need to bring me in to confirm its nothing special. They cant let me participate in a security drill though (darn!). Because its an independent contractor taking over security the GSA guidelines need not apply to their safes. They just require a certain rating. And from the sounds of it the contractor could lose the contract over this. I bet they will have it switched before i get there at end of week. I definitely had the same worries as you all mentioned but a few phone calls to "friends" confirmed his employment with the Infrastructure Security Division of Department of Homeland Security.

PS: Im not a GSA certified tech but still end up performing alot of work for various military and federal law enforcement.

They cancelled on me!! Apparently the situation was "rectified" On the good side they paid me for 2 hours of my time for "research".
