some other options is if this closer is subject to stack pressure from building HVAC,
1. specify a closer with AVB (advanced variable backcheck)
2. if use a floorspring/floor closer (this could be expensive and means concrete work and a hole in the floor)
3. if the door has butt hinges, add a couple of spring hinges to help keep door shut
I do have to ask, how is this closer installed?? top jamb?? PA?? regular arm (pull side) slide rail track mount?
the mounting position can also help with the strength, installing a closer as PA, just reduces the spring by 20% compared to a Reg arm installation, if the closer has a backcheck position valve, much like the LCN 4040XP or Norton 7700/7500 CLOSE the valve when mounting, this way the backcheck starts sooner in the opening cycle.
4. double stack the closers, some brands like Dorma or GEZE you can stack them so they are joined at the arm pinion shaft and the upper closer uses the arm, this application is common on cruise ships and high wind area airports. if the shaft on the closer is hex such as the GEZE TS-5000 and one of Dorma's offerings, you can simply use a deep wall socket from a socket wrench set and cut off the square part of the SOCKET.
Cledry: C Locked is located in AU, Norton door controls closers may not be available there, but do know that Dorma, GEZE, Union, Lockwood, Yale and other brands are sold, used there, and maybe LCN
5. full power operator with door latch, if you use a LEO (Low Energy Operator) door may open alittle with wind and have no motorised power to close the door,
this is just some of what I would suggest for a door exposed to a high wind area, but as Cledry says, also must confirm to codes and ADA (DDA to AU/UK/EU)
hope this helps,

if its not broke dont fix it!
