What is this lock securing? Please post a wider picture showing what this lock is installed on.
On this forum we don't give instructions or information on locks securing certain types of items.
We'd be happy to help you, depending on the specifics.

"Certain types of items" could mean "whatever you aren't authorized to gain access to." It could also refer to methods of gaining entry that are advanced, destructive, or involve bypass. As long as you can reasonably demonstrate that you're authorized (for example, if you own it or have the owner's express permission), we're fine.

Also, look at it from the perspective of any other random forum member who sees this thread. They don't have a clue who you are, but they see that you've only made 2 posts (both in this thread) and that you appear to be interested in one very specific lock. We don't want to be over-suspicious, but we do want to stay legal ourselves and not give out information to someone who might be doing something that's not legal.

Don't take me wrong; I know that you could have perfectly legitimate reasons for being interested in this lock. But on a forum where the kind of information is such that can enable one to gain access to things they wouldn't otherwise, you'll understand if we err on the side of caution. If you can give us some more information, we'll see where this goes.

Looks like it may be an ATM or something of the like. A lot of convenience stores around here have a lock very identical to that on store owned ATM's.

I guess his refusal to answer the question tells me what I need to know.

You mean the dead giveaway wasn't the close up, dark photo that doesn't clearly identify the device being secured by said lock? Maybe we could start a thread and we post sketchy photos of random locks and try to identify them. We could call it "Who's That lock".
