Will a southord tubular lock pick work on this?

Will a southord tubular lock pick work on this? And what tension tool would I need if I wanted to do it manually? Just like a mantis tension tool?

It would be better if you took an actual photo of the lock that you are trying to open, giving you advice based on a stock photo isn't going to be reliable advice.

Also we would need to know which Southord tubular pick, since they are setup for different numbers of pins depending on the model purchased.

If it's a 7-pin center, a manual tension tool is not necessarily the easiest way
