For $(US)15 plus $5 to ship I can get a S&G lock as shown. I don't know the model number. It comes with a change key, but no dial and plate.
The guy said for $45 plus $6 shipping he would sell me the lock; change key; instructions on how to change the combo; a dial; and plate.
Is this worth the money for
1)the lock with just the change key (and/or)
2)the package "deal"?

I'd say unless it's brand spanking new and/or it's a group 1 lock (which it doesn't look like it is),
then you're getting ripped off.
I agree- the price seems high. You can do better on ebay..
You can find all of the instructions (for free even) on S&G's website, so I don't know why that would be something included for an extra price.
Their training brochure is particularly good- how to diagnose and deal with sticky wheels and such as well as just changing combos.
For comparison, I got a complete S&G 3 wheel lock kit for $25 and a box of parts with enough bits to build 4 diebolds and most of a lagard electronic lock for $30. It seems as though a lot of people are upgrading to electronic locks so there's a lot of surplus dial locks around.
