Bottom tension not working

Yeah, that can be a bit of a problem. Insert your tension wrench so the flat part is parallel to the keyway.

What I said above is why it doesn't work. Essentially you are lifting the core and causing it to bind up, you are not applying rotational tension. Bottom of the key way tension needs to be like the way you set it up where you were able to pick it. If you need more room to work with in the key way you should consider getting something like Peterson pry bars and using top of key way tension. Hopefully this all makes sense to you, if not, let me know and I will try to explain it better.

Would a flat turning tool like the Peterson pry bar work on the bottom?

Can it work? Yes. Not the best, though. It is designed to be most effective as TOK tension tool.
