For sure that is the fastest and easiest way to get the pins out. A hobbyist might not want to purchase a decoder block. Also punching the pins out destroys the springs, so they're gonna have to be replaced after doing this. Here's a catalog entry for the A1 version of the tools for the interested. I think I paid around 85 bucks for the decoder block, but if you're cheap and sort of handy, you could make your own. Here's the icore tool page from an old A1 catalog for the curious.

I really like the annex too - I think the construction of this tool is very good. I followed the warning to use a plastic or hide hammer, and mine has lasted for years.
