That decoder plate is technically to be used for keys that are already cut. You simply insert the key into the Schlage spot at the more open end to the cut you want to "decode" and slide it across until it stops. You then read the corresponding number above and it tells you what bitting that particular depth is.
I guess you could use it to test depths on your hand filing, but since it doesn't give the SPACING between cuts it only serves half the job you probably want it to.
