From what I recall you're getting this wording from banggood or dealextreme, its just bad English to Chinese to Engrish translation on the locksmith tool descriptions. I wonder which word the Chinese sites got wrong and ended up with the word "civil"?

When I googled for those words this lever lock 2 in 1 pick came up as well as some Kaba dimple lock rakes.

It is a well mannered and respectful lock. Not to be used in a bad neighborhood or anywhere the people are not civil.

The tool looks like it is more of a bypass tool rather than a pick. It would not require any skill to use, just a lock which is susceptible to the tool.

Bypass tools are restricted to the advanced forums.
