That's a good question and thank you for asking it.
My short answer: Not really, kinda. depends on who you ask.
For me, I have always seen pin states as being these 5 possibilities: at rest, under set, set, false set, or over set.
Some folks categories anything other than at rest and set, as a false set because you think it is set but it is not, some would say an over set pin qualifies as a false set.
To me personally a false set is when a spool shaped security driver pin in the lock falls over and gets stuck causing the plug to rotate a little but not turn enough to open the lock.

I dont agree with it, because to me false set is to do with spool pins, but I get where they are coming from and perhaps I have been wrong to not include those pin states in my definition.
