Does anyone know what company has this logo?
Guy is asking for 30€ for the padlock but if it's chinesium I won't buy it.
It's sold in Finland but I'm getting that DDR era German vibe from it.

No but the blank reminds me of a Fiat blank.

Had to look at this as Finland is mentioned... No clue whatsoever but I wouldn't buy that lock for picking purposes though, incredible lame bitting!

Maybe Russian? OC3 could be Cyrillic ("OSZ").
