I think it was more of a design issue. The safe should look like a wooden cabinet to match the other furniture. Often it had a decorative element on top and was sitting on a small wooden cabinet.
It also served as camouflage. An obvious safe in the open can be an invitation for an unwanted visitor in ones absence. Even today one can buy a safe cover. The covers I'm finding now on the web are rather plain, but in the past I've seen covers that make them appear as refrigerators, cabinets, and I believe I have seen one in a wood grain, too.
