Lock for my hitch is stuck (tubular lock?) - Need help

I'm a locksmith & this is just one of the many things people bring to my shop to be fixed or removed--I don't know what other's charge but I usually get around $35 to put it out of it's misery

Quick Update: There was a cover plate concealing a couple screws that made it easy to remove the lock. So now I've been able to remove the lock (and thankfully the hitch receiver) and get a better look at what is going on. There are definitely a few pins that are stuck. I've tried PB Blaster, a hammer, and even some dental tools to see if they come unstuck but no progress. However, now that I've got the unit removed I can just buy a replacement part from the hitch manufacturer.

I wonder if core is bound, and binding pins, as opposed to pins froze in their chambers, try turning core opposite direction and see if they free up. We know it's easier to Throw out and replace, but you don't learn anything.
