I agree with Squelchtone, it does look like an Ilco 025. I actually have an 024 (semi-auto) version of that machine. One thing I see is a lot of rust & the paint that's missing on the carriage may indicate heavy use. One other thing you might look at is the key vices--mine look to be chrome plated and I would think corrosion may be a problem.
At least replacing the bushings & cutter shaft is a fairly easy job, I have rebuilt my machine several times over the last 30 years & it has always come away from the rebuild cutting 3rd & 4th generation keys
