You dont mention a specific lock so I'll assume a modern mechanical such as the S&G6700 series.
To clean, I just wipe off all the old/excess lubricant as the lock is taken apart. Then hit it with a commercial spray degreaser and wipe off. Some people use sonic bath cleaners etc. and these are good if you are doing time lock movements.
To lub,e I normally use Super Lube BK4 brake lube since it is close to Aeroshell 22 that S&G recommends and every auto store has it. The only place it goes on the wheel pack is on the post. Very minimal coating and none goes on the wheels themselves.
