Vanguard VS-200 Combo change

New user here.
I picked up a used safe at an estate sale. I can't seem to figure out how to change the combo (they didn't have it).
I can't seem to find any images of this one online. I'm hoping this community can help.
here is an image of the inside and the plastic wheels. I can see a "1, 2 and 3" on the wheels which I assume are the first, second and third numbers.
I can separate the inside of the wheel to change the numbers.
It's putting it back together that is getting me. I can post more pics if needed

Your wheels are set to 20, 40, 80, look at the little arrow on the inner hub pointing up at the bottom of each number.
