I see some "vintage" Zipco pinning kit for sale once in awhile. The wood kits look really nice. But kits don't use standard length numbers for the pins, rather have a code. Was this necessary, and did locksmiths back then object? It seem unnecessarily complicated.
My BEST guess is that it is an original BEST pin kit.... The first letter seems to repeat every five or so cells and I think is a repeating pin color like what you see in a modern Lab kit just in case you drop a pin in the wrong hole. The next digits sizes match up with the A2 pin increments. The last letter tells you its an A2 system pin. In BEST A/B are A2 top/bottom pins... C/D are A3 top/bottom pins.. And E/F are A4 top/bottom pins. The 20/21 at the end are BEST for springs and caps.
