Actually, maybe you just try to slide your cover to the left (towards the lock bolt). Maybe this is the trick you needed and it isn't a LOBC.
.... and now back to the LOBC .... The long stump must pass into the space of the wheels, which need to have their gates positioned there to make this possible. So there would be an opening index on the lower half of the dial ring where the combination would be dialed to position the wheels that the cover can slide.
