When it comes down to it there is nothing better than manual tools for your Lock pick Set, whether they be retail, homebrew, macgyver style. DIY'ers look here.

This shipping company (US to Algeria) has lock picking devices on their prohibited list.

There are some lock pick tool vendors (Ubuy for example) who appear to ship to Algeria, so hard to tell from such scant info.

If you are local to Algeria you might check with a local locksmith.
It's a good day when I learn something new.

Or, perhaps even better, a local lawyer. Most jurisdictions that have prohibitions against picking also have exceptions for locksmiths, so unless you are one as well, the answer you get from talking to one may not apply to you.

Regardless of what the law says though, you should never pick or attempt to pick a lock you don't own, unless you have explicit permission from its owner to do so. Similarly, you should never pick or attempt to pick a lock that's in active use (e.g. your front door lock).
