i want to start lock picking locks like one that you buy but i have no lock picks or no tools to make lock picks can some one help! and i want to know how to make a padlock shim

I'll try to be brief rather than flaming, because a forum search would have answered all of the above.
Earn money, buy picks.
Borrow tools, make picks.
Padlock shim, buy one.
Pop can, make one.

You can in america.
If you want to leanr to make picks, I suggest you start earching before a search nazi comes to this thread and has a go at you. It can get ugly :0P
Basically you need a grinder of some kind, or a file and alot of time.
Can you borrow a grinder? A dremel tool?
A drill and a grinding peice?
You grind up hacksaw blades or windscreen wiper blades or street sweeper bristles.
But really, it's all there....

I dont know if we can help you to figure out if you know whether or not you can borrow some tools. You'll have to have a think about it. How on earth would we know bettter than you whether or not you have access to tools?
You make a padlock shim by using the search function.

You can't run down to the Walmart and buy them but, you can order them from the USA. Since your only 14, I'm guessing you'll need a parent to do that for you, or perhaps a favourite Uncle.
I've ordered a few things from the States and never had a problem. The LockPickShop uses the moniker L.P.S. on their packages and describes them as tools on the customs declaration.
Try not to get anything too expensive though. If you keep the cost down to around $20.00 or so, Customs won't even give them a second look. In money terms that means you won't pay PST or GST. Canada Post also collects $5.00 for handling and storing the parcel for collecting the taxes. You can save yourself a few bucks this way.

I think he just needs a little guidance.
First, get feeler gauges ( a full set ). These can be bought in automotive parts stores, or hardware stores. Only use sizes 0.500 to 0.800. These are the different widths which are on the feeler gauges. Then, you get either a dremel with a good grinding stone ( big and small bits for more complex parts of the pick ). Then you can either use allen keys, or windshield wipper blades as tension wrenches. But before you start grinding you must do more research on the different types of picks. You can get some templates by using the search button located near the top of the screen. When it comes down to determining the size of the picks, you'll have to figure that one out when you put the pick in the lock. If the pick goes in nicely, it should be a good pick, however, if you've got to force the pick into the lock then grind it down some more.
You should probably also do more research on how locks work. I would recommend www.howstuffworks.com. Then enter " picking locks " or something like that and there you go. But a small piece of advise, don't size you picks according to the keyway in padlocks. Test the on deadbolts or key-in-the-knobs.
