Corrections: thats = that's , repeating evil is also not proper english as it has no meaning whatsoever after it has been written once before it.

All I can say to you here is "figure of speech"

"evil evil" being me saying your evil then putting emphasis on it, then you read it like it is written not like proper English would have you read it, then you apply your knowledge of my personality and apply it to what I said and vola non-English turned into English.
