This whole concept is the same as that used on most road/security gates. A steel box that limits access to the keyway and lock with anything other than a (small) hand with the proper key. It prevents any pry attacks or normal picking equipment access to the padlock and gate latch mechasim/bolt. very simple and very effective.

this is like the threads where someone says someone is getting into their apartment, and the door has medeco or multilock, its key control, did someone copy the key, remember, to copy a key, you do not have to take it to a locksmith, anyone with enough access to press the key into a stick of gum could compromise the lock. Oh, and about the uv die that I started another recent thread on, I found the missing mail, it had the wrong address on it and was returned to the guy.
