Yes, usally they do work the same, but there are some exceptions.

As far as I know all LFICs work the same way as each other and all SFICs work the same way as each other (but SFICs and LFICs work slightly differenltly, as noted before).

Also, some high security designs are available in LFIC, and they can be keyed into non IC systems. Medeco and Schlage Everest are available in LFIC and non-IC in the same systems, for example.
